RESUME :
Les barrières routières sont des dispositifs qui contribuent à la sécurisation du territoire. Elles mettent en exergue le caractère régalien du pouvoir public et exprime la légitimité de l’Etat mis à l’épreuve de l’insécurité. L’article analyse la construction du phénomène insécuritaire à travers l’existence et le fonctionnement de ces dispositifs en insistant sur le comportement des éléments des forces de sécurité intérieure. Les recherches menées pendant plusieurs mois sur les principales voies de communication du pays, ont permis à travers les observations, les entretiens individuels et les expériences personnelles vécues pendant les missions en provinces, de comprendre que les barrières routières, en faisant partie intégrante du dispositif et des stratégies de sécurité, ont largement facilité l’insécurité dans le pays. Pour cela, l’application des sanctions administratives à l’endroit des agents corrompus et indisciplinés peut créer des conditions d’un bon fonctionnement des barrières routières pour la sécurisation des biens et des personnes et la protection du territoire. La justification de la légitimité de l’Etat est à ce prix.

INSECURITY, PRACTICE OF SECURING, TERRITORY AND LEGITIMACY OF THE STATE IN CAR
ABSTRACT :
Road barriers are devices that contribute to securing the territory. They highlight the regalian character of public power and express the legitimacy of the State when put to the test of insecurity. The article analyzes the construction of the insecurity phenomenon through the existence and the functioning of these devices by insisting on the behavior of the elements of the internal security forces.The research carried out over several months on the country’s main roads allowed us to understand, through observations, individual interviews and personal experiences during the missions in the provinces, that road barriers, by being an integral part of the security system and strategies, have largely facilitated insecurity in the country. For this reason, the application of administrative sanctions against corrupt and undisciplined agents can create the conditions for the proper functioning of roadblocks for the security of goods and people and the protection of the territory. This is the price to pay to justify the legitimacy of the state.
