RESUME :
Si la réduction de l’homme noir en esclavage a commencé au moment où le monde était pratiquement ignorant des droits de l’homme, la colonisation s’est effectuée lorsque les grands textes fondateurs de ces droits étaient déjà proclamés solennellement à la face du monde. L’Angleterre avait son habeas corpus depuis 1679, les Etats-Unis avaient déjà proclamé la Déclaration des indépendances en 1776 et la Déclaration française des droits de l’homme et du citoyen de 1789 était connue par le monde.
Les droits de l’homme étaient supposés répondre à la question suivante : comment peut-on protéger l’individu indépendamment de sa situation politique ? A ce titre, ils devraient permettre la protection de tous les hommes y compris les étrangers et les sans Etat, en vertu de leur statut international. C’est dans cette situation qu’étaient déjà les noirs d’Afrique qui n’avaient jamais bénéficié d’un statut politique national. Pourtant, ce sont l’Angleterre et la France mères des droits de l’homme avec d’autres nations européennes, qui sont venues déshumaniser les Africains par la colonisation raciale à partir de 1870.

THE PROBLEM OF THE RESPECT OF HUMAN RIGHTS IN BLACK AFRICA
ABSTRACT:
If the reduction of the black man into slavery began at a time when the world was practically ignorant of human rights, colonization took place when the great founding texts of these rights were already solemnly proclaimed to the world. . England had its habeas corpus since 1679, the United States of America had already proclaimed the Declaration of Independence in 1776 and the French Declaration of the Rights of Man and of the Citizen of 1789 was known throughout the world.
Human rights were supposed to answer the question: how can we protect the individual regardless of their political situation? As such, they should allow the protection of all people, including foreigners and stateless people, by virtue of their international status. This is the situation in which black Africans who had never benefited from national political status were already in. However, it is the same England and the same France mothers of human rights with other European nations, who came to dehumanize Africans through racial colonization from 1870
