Résumé : La RCA étant le principal producteur de diamant et de l’or de l’ex-Afrique Equatoriale Française, il est regrettable de voir sa production passer sous contrôle presque absolu des autres Etats. Le premier code minier Centrafricaine, promulgué par la loi 61/208 du 11 avril 1961, a été guidé par les exigences des accords Franco-Centrafricain de 1960 qui accordaient la propriété du sous-sol centrafricain à la France métropolitaine. La politique économique du Président David Dacko au cours des six premières années de l’indépendance s’est déroulée sur l’exploitation intensive du diamant et de l’or. La commercialisation de diamant et de l’or est assurée par les sociétés centrafricaines avec l’aide d’intérêts Américaines et Israéliennes. La lecture approfondie des textes et des rapports confidentiels sont indispensables pour rédaction de mon article. Ces documents permettent à analyser le contexte politico-institutionnel de l’exploitation des ressources minières Centrafricaine durant le régime de David Dacko ceux-ci permettent aussi à présenter les différents accords passées par le gouvernement Centrafricain avec d’autres pays et les retombées des accords signés par le Président David Dacko à l’Israël sans le consentement de la France sont à l’origine du coup d’État du 31 décembre 1965 par le colonel Jean Bedel Bokassa.

Abstract : As the CAR is the main Producer of diamonds and gold in the former French Equatorial Africa, it is regrettable to see its production come under the almost absolute control of other states. The Central African first mining code, promulgated by law 61/208 of 11 April 1961, was guided by the requirements of the 1960 Franco-Centrafricano agreements, which granted ownership of the Central African subsoil to metropolitan French. President David Dacko’s economic policy during the first six years of independence was based on the intensive exploitation of diamonds and gold. Diamonds and gold were marketed by Central African companies with the help of American and Israeli interests. In-depth reading of the texts and confidential reports is essential for the writing of my article. These documents enable me to analyse the political and institutional context in which the CAR mining resources were exploited during the regime of President David Dacko. They also enable me to present the various agreements signed by the Central African government with other countries and their repercussions. It should be noted that the various agreements signed by President David Dacko with Israel without the consent of French were at the root of the coup d’état on 31 December 1965 by Colonel Jean Bedel Bokassa.
